I started having this same problem today. I couldn't update Minecraft because of Error 0xFB, so I tried a few guides posted online, which didn't help. I then uninstalled Minecraft, thinking I could reinstall and get the latest version, but then I got this same error and cannot download the app. Now I'm in deadly trouble with my son! Thank you for the really long answer - but I'm afraid none of that has worked. I have gone for the final option of reinstalling Windows 10 Pro from a USB stick without keeping files. After it has all finished setting up, I try to download Minecraft from the store, and again I get the same error. Is there anything else you can possibly suggest? I went through every step detailed in your response and none of them have lead to a resolution of the issue 0xFB error when attempting to install Minecraft Windows Edition from the Windows Store. Would there be a way to install Minecraft Windows Edition without the store? I should also mention that other Windows Store applications install just fine and that Minecraft had installed in the past and running fine for over a year. Thanks Greg. I have the same problem. So I decided it might be my old computer Dell Optiplex MT with original graphic card. Since my HP Laptop updated and installed with no issues I knew it was not on Microsoft server side. I ended up buying a MSI GT graphic card off Amazon. Installed it read directions and poof!!! Minecraft stared downloading in Windows store and loaded with no issues.
